Electricity Delivered to Customers
Idaho Power plans to sell its near-term Renewable Energy Certificates (RECs), including all 2011 RECs, and return the customers' share of the proceeds through the annual Power Cost Adjustment, or PCA. The PCA reflects changes in the company's costs of producing and buying power. Each spring we file this cost adjustment information with the Idaho Public Utilities Commission and it is implemented on June 1 through a change in customers' rates, up or down.
The table below shows Idaho Power's energy sources and the subsequent electricity delivered to customers in 2011. Because Idaho Power sells electricity to other utilities and to retail customers, not all electricity purchased or generated by Idaho Power is delivered to its retail customers.
The table shows that no wind or geothermal generation was delivered to customers in 2011 because the RECs associated with this generation were sold to others who have purchased the right to claim the renewable attributes of that generation. However, if Idaho Power had retired the RECs associated with this generation, the company would have been able to claim that wind and geothermal renewable energy had been delivered to customers.
Hydropower is a renewable resource, and Idaho Power is proud of the role our hydroelectric power plants play in enabling us to provide our customers with clean energy at some of the lowest rates in the nation. However, state Renewable Portfolio Standard (RPS) policies severely restrict RECs from legacy hydro plants. Idaho Power does have several small hydroelectric plants that qualify under the state of Nevada's RPS, and RECs from these projects were sold to NV Energy in 2011, as indicated in the table below.
Idaho Power's other hydroelectric projects do not qualify for RECs.

Idaho Power's Green Power Program allows customers to voluntarily support the growth and development of renewable resources. The table shows that the Green Power Program retired RECs in 2011, and this energy can be reported as renewable energy delivered to the program's customers in 2011. The 2011 RECs and environmental attributes associated with this power have been retained and retired on behalf of and for the sole use of the Green Power Program participants and were purchased from the Bonneville Environmental Foundation (BEF).
