Idaho Power Exiting Coal Plant; Proposes Reinvesting Savings in Energy Efficiency

In two proposals submitted to the Idaho Public Utilities Commission (IPUC), Idaho Power has taken another step toward its goal to provide 100% clean energy by 2045.

The company requested a decrease of $3.9 million related to its exit from the Boardman coal-fired power plant and an increase of $3.7 million to raise the Energy Efficiency Rider from 2.75% to 3.10% of base rate revenues. If the proposals are approved by the IPUC, the average Idaho residential customer using 950 kilowatt hours (kWh) of energy per month will see a decrease of $0.02 per month. Schedule 84 Customer Generation

Idaho Power is requesting changes that, if approved, will affect commercial, industrial and irrigation (Schedule 84) customers with solar and other on-site generation systems. Idaho Power’s proposal asks the Idaho Public Utilities Commission to:

  • Grandfather existing customers for 10 years under the current compensation structure.
  • Move to a single-meter system for new on-site generation customers.

Idaho Power Files Annual Power Cost Adjustment
(sent to all Idaho customers)
Idaho Power has filed the final piece of its annual spring cost adjustments with the Idaho Public Utilities Commission (IPUC). After two years of price decreases for most customers, this year’s Power Cost Adjustment (PCA) calls for a price increase of $58.7 million across all customer classes. If approved, the typical Idaho residential customer using 950 kilowatt-hours (kWh) of energy per month will see a $4.01 increase on their bill related to the PCA request, beginning June 1.

Residential New Construction Pilot Program

This program pays an incentive to builders for electrically heated homes using heat pump technology built to be 10, 15 or 20% percent more efficient than state energy code requirements.

Idaho Power Files Annual Fixed Cost Adjustment
(sent to Idaho residential and small general service customers)
Idaho Power has filed the first of two spring cost adjustments with the Idaho Public Utilities Commission (IPUC). This year’s annual Fixed Cost Adjustment (FCA) requests an increase of $710,580 for residential and small general service customers in Idaho. If the FCA proposal is approved as filed, a typical residential customer would see about a $0.02 increase to their monthly bill beginning June 1. The final impact to customer bills won’t be known until the second adjustment, the Power Cost Adjustment (PCA), is filed in April.

The FCA is a true-up mechanism that separates energy sales from revenue to eliminate financial disincentives for Idaho Power to invest in demand-side management. The FCA adjusts prices up or down based on changes in energy use per customer during the previous year.
