Idaho Power Proposes Rate Decrease in Power Cost Adjustment

Idaho Power has filed the final piece of its spring cost adjustments with the Idaho Public Utilities Commission (IPUC). This year’s Power Cost Adjustment (PCA) calls for a rate decrease of $50 million across all customer classes. If the PCA proposal is approved by the IPUC as filed, the typical Idaho residential customer using 950 kilowatt-hours (kWh) of energy per month would see a $3.35 decrease on their monthly bill related to this specific request, beginning June 1. However, the overall impact to customer bills is dependent on the outcome of four recent filings, not just the PCA. If all filings are approved by the IPUC as requested, the typical residential customer will have a combined decrease of $0.59 per months.

Residential New Construction Pilot Program

This program pays an incentive to builders for electrically heated homes using heat pump technology built to be at least 20 percent more efficient than state energy code requirements.

Idaho Power Finalizes Agreement to Cease Participation in Operations at Valmy Coal-fired Plant

On March 8, Idaho Power made a filing with the Idaho Public Utilities Commission (IPUC) requesting approvals of actions related to the company ceasing operations at the coal-fired North Valmy power plant (Valmy). In cooperation with NV Energy, Idaho Power has finalized an agreement to end its participation in operations of Valmy Unit 1 by Dec. 31, 2019 and Valmy Unit 2 by Dec. 31, 2025. If approved, this filing will increase residential rates by 0.11 percent.

Idaho Power Files Annual Fixed Cost Adjustment

On March 15, Idaho Power filed its annual Fixed Cost Adjustment (FCA) with the Idaho Public Utilities Commission (IPUC). This year’s FCA filing requests an increase of $19.2 million for Residential and Small General Service customers. If the FCA proposal is approved as filed, residential rates will increase by 3.64 percent. The FCA is a true-up mechanism that separates energy sales from revenue to eliminate financial disincentives for Idaho Power to invest in demand-side management. The FCA annually adjusts prices up or down based on changes in energy use per customer during the previous year.

Idaho Power Proposes Changes to Energy Efficiency Rider Rate

On Feb. 12, Idaho Power filed an application with the Idaho Public Utilities Commission (IPUC) requesting to decrease the Idaho Energy Efficiency Rider (Rider) collection percentage from 3.75 percent to 2.75 percent of base rate revenues, effective June 1, 2019. If approved, this change will decrease residential rates by 0.90 percent.
