Applications for Non-PURPA QF interconnections are processed on a first-come, first-served basis. The application list will take you to the Open Access Same-Time Information System (OASIS) site. From the OASIS site, on the left menu bar, click “Generation Interconnection,” then “Generation Interconnection Queue.”

Process for Generators up to 20 Megawatts (MW)
Small Generator Interconnection Procedures
Step 1:
The Interconnection Application must be completed and submitted for all generator interconnections to the Idaho Power system. Proof of site control and a $1,000 deposit are required.
Step 2:
A Feasibility Study Agreement includes a general review of system impact, capacity constraints and any potential issues with the customer’s choice of point of interconnection.
Step 3:
A System Impact Study Agreement provides a detailed assessment of transmission system adequacy to accommodate the project. This step may not be necessary for some projects, depending on size and location. A $10,000 deposit is required.
Step 4:
A Facility Study Agreement includes design and engineering studies to determine design and specifications. Construction options are provided to the customer. A deposit of up to $30,000 is required.
Step 5:
Interconnection Agreement. all projects up to 20 megawatts (MW) are subject to technical requirements under the Interconnection Agreement once the project becomes operational.
A Small Generator Interconnection Agreement (SGIA) must be filed with the Federal Energy Regulatory Commission (FERC) for all projects up to 20 MW selling energy off-system.
Generators greater than 20 MW
Important: On October 2, 2023, Idaho Power submitted its required Compliance Filing with FERC Order 2023 (ER24-10-000), which modifies the Large Generator Interconnection Process (LGIP) for non-PURPA projects over 20 MW. The requested effective date is January 1, 2024.
In accordance with FERC Order 2023 and Section 5.1 of Idaho Power’s LGIP Compliance Filing, any Interconnection Customer assigned a Queue Position as of 11:59:59 p.m. (MT) on November 1, 2023 (i.e., 30 Calendar Days after the October 2, 2023 filing date) shall retain that Queue Position subject to the requirements in Sections 5.1.1, 5.1.1.1, and 5.1.1.2 of the filed LGIP. Interconnection Requests submitted after this date will not be eligible to proceed into the transition process and can be submitted in the initial Cluster Request Window, as described in Section 3.4.1 of the filed LGIP.

Large Generator Interconnection Procedures
Step 1:
The Large Generator Interconnection Application must be completed and submitted for all generator interconnections greater than 20 MW in the Idaho Power system. Proof of site control and a $10,000 deposit are required.
Step 2:
A Large Generator Feasibility Study Agreement includes general review of system impact, capacity constraints and any potential issues with the customer’s choice of point of interconnection.
Step 3:
A Large Generator System Impact Study Agreement provides a detailed assessment of transmission system adequacy to accommodate the project. A $50,000 deposit is required.
Step 4:
A Large Generator Facility Study Agreement includes design and engineering studies to determine design and specifications. Construction options are provided to the customer. A $100,000 deposit is required.
Step 5:
A Large Generator Interconnection Agreement (LGIA). All projects greater than 20 MW are subject to technical requirements under the Interconnection Agreement once the project becomes operational.
