Qualifying Participants

Builders constructing homes in the Idaho Power service area, who have contracted with a RESNET certified HERS Rater recognized by Idaho Power.

Incentives

Incentive will be paid upon completion of construction and verification that savings thresholds have been met. In addition, all quality assurance verification inspections must be successfully passed for incentive payment. Incentive checks will be issued within 4 to 6 weeks of final certification, including all quality assurance activity. Idaho Power will make the final determination of any incentive issued to the builder.

Construction Site Access

Builders applying for the Residential New Construction Program incentive must allow, and are subject to, random construction site inspections and verification, throughout and after construction, to verify compliance with program requirements and for quality assurance purposes. This includes access for Idaho Power employees or any authorized program third-party contractors. The builder agrees to provide reasonable access to the property for these purposes. No warranty is implied by the quality assurance check.

Tax Liability

The builder is responsible for any taxes, federal or state, and/or local that may be imposed on the builder due to receipt of program incentive. Builder must submit a current W9 form to Idaho Power.

Scanned/Faxed Documents

Scanned or faxed transmission of the program application/agreement form, and/or W9 form, shall be the same as delivery of the original signed documents. At the request of Idaho Power, the builder must supply the original document.

Disclaimer and Indemnity

The builder understands that Idaho Power is providing funding for kilowatt hour savings only and that Idaho Power assumes no liability for the builder’s voluntary decision to participate in the program. The builder agrees to hold harmless, indemnify and defend Idaho Power, its officers, employees, shareholders and agents from all claims, losses, actions, suits, liabilities, damages, judgements and expenses, including costs and attorney’s fees, of any nature whatsoever, or agents thereof, arising directly or indirectly out of or in any way connected with any act, omission, fault or negligence of the builder or any third party selected by the builder in the construction of the home. The Residential New Construction Program is subject to end without notice.

Compliance with Industry Standards

The builder warrants that its agents and employees and any contractor or sub-contractor it may retain are familiar with and comply with all applicable equipment manufacturer’s instructions, federal, state and local laws, codes, ordinances, rules and regulations pertaining to the installation, maintenance, operation and use of building materials and equipment.
