6.3.2
Public Use and Safety

The policies, standards and guidelines for public use and safety are intended to promote public safety on project lands and waters.

6.3.2.1. (P)
Public Use and Access

It is the policy of the Company to allow reasonable access to designated public use areas. For purposes of applying this policy, general public access includes, but is not limited to, activities such as hiking, fishing, hunting and camping.

6.3.2.1.1. (P)
With the exception of parks and developed recreation sites, hunting and fishing are permitted on Company lands and waters, unless the area is posted otherwise. Hunters and anglers shall comply with all federal, state and local regulations. Nothing in this section shall abrogate the rights of Native Americans to hunt, fish and gather.

6.3.2.1.2. (P)
On Company land that is subject to an existing agreement, hunters and anglers shall obtain permission to hunt or fish from the user.

6.3.2.1.3. (P)
Discharge of firearms is prohibited within or in the vicinity of parks and developed recreation sites.

6.3.2.1.4. (P)
Impromptu camping is allowed unless the area is designated otherwise. Camping is limited to 14 days. Campers are required to remove all camping equipment (vehicles, possessions) and leave the area for at least 14 days between any consecutive 14-day stay. Also, campers cannot hold a campsite for future use by leaving camping equipment unattended at the site for more than 24 hours. These rules were established to give equal camping opportunity to all recreationalists. Temporary use by a nonprofit organization (such as the Boy Scouts) of an area not designated for camping may be authorized administratively by the Company with a duly executed use authorization agreement.

6.3.2.1.5. (P)
The Company may elect to develop access as new public use areas are designated on Company lands.

6.3.2.1.6. (P)
The Company will cooperate with federal, state and local agencies and private landowners on improvement and maintenance of access.

6.3.2.1.7. (P)
The Company will comply and require compliance with the American Disabilities Act and provide barrier free access to appropriate public use areas.

6.3.2.1.8. (G)
Responsible stewardship of natural resources is a fundamental Company value. In return for the privilege of public and private use of project lands and waters, the Company asks that the public also respect the special resource values associated with the project and demonstrate good stewardship.

6.3.2.2. (P)
Trespass

Trespass on Company lands not open for public use, and on adjacent private lands, is prohibited.

Note: These policies are from Idaho Power Company's General Land Management Policies (June 1996) and are subject to change with the application for a license for the Hells Canyon Complex.
