In August 2008, Said became director of state regulation, with responsibility for the preparation oversight of all regulatory filings in state jurisdictions. He led or played a critical role in a number of historic, collaborative settlement negotiations producing significant and innovative changes in Idaho PCA methodology and both Idaho and Oregon general rate structure.
