Oregon Solar Photovoltaic Pilot Program

Overview

In 2009, the Oregon legislature passed ORS 757.365 as amended by House Bill 3690 which mandates the development of pilot programs for each electric company operating in Oregon to demonstrate the use and effectiveness of volumetric incentive rates (VIRs) and payments for electricity delivered by solar photovoltaic energy (SPV) systems.

Idaho Power has established a pilot program offering VIR rates set by the Oregon Public Utility Commission (OPUC) for qualified SPV systems. During the next enrollment process of the program, Idaho Power will offer the VIR for approximately 300 kilowatts (kW) of installed capacity for SPV systems meeting eligibility requirements and with a nameplate capacity of less than or equal to 10 kW.

Who Is Eligible For The Oregon PV Program?

Idaho Power customers with service in Oregon are eligible. Systems may not exceed 10 kW in size and must be sized based on the customer's annual use. Other terms and conditions apply.

How To Apply

Reservations for the next capacity reservation period will be accepted beginning at 8 a.m. MDT on Oct. 3, 2011.

Customers interested in participating must:

• Reserve space in the program. Customers will be required to submit an online completed capacity reservation/interconnection application, reservation fee and other required information.
• Applications will be reviewed and prioritized on a first-come, first-served basis until the annual capacity allotment has been claimed.
• Additional information and the online application will be posted to this website Oct. 3, 2011.

If accepted into the pilot program, customers have 12 months to complete their project.
